Please tell me the solution for "Failed to start provisioning update".

It's hard to say without knowing more about the problem. Please describe what you were trying to do when you received the message? 

Please look in the CMDaemon log file (/var/log/cmdaemon) for messages from the provisioning system that were written at the time you received this error message. Please give us enough information that we can attempt to reproduce your issue.

If you don't find enough detail, please enable debug messages in the CMDaemon log file by editing the /cm/local/apps/cmd/etc/logging.cmd.conf file as shown below:

     info: *
  warning: *
    debug: PROV
    error: *
#      all: *

Then restart cmdaemon:

# systemctl restart cmd.service
